MEXICO CITY — Mexico’s governmental human rights company stated Wednesday that troopers opened fireplace “with out cause” a 12 months in the past within the violent border metropolis of Nuevo Laredo, killing a person.

The Nationwide Human Rights Fee stated troopers had argued that the occupants of a pickup truck had opened fireplace first on a street in Nuevo Laredo, throughout the border from Laredo, Texas.
